Shutoff limits
A valve that kills water for the wrong people is not protection.
Automatic shutoff is useful in a washer closet. It is a different conversation on a fire line, a heating plant, or a whole stack that serves occupied suites with no warning path.
Do not put an unsupervised main shutoff on a hope and a puck.

So should we avoid shutoff entirely?
No. Small, local zones with a named human are often the right tool. Blanket mains are the usual mistake.
Can a board require suite shutoffs?
That is a corporation rule question. The engineering of each zone still has to be honest.
