If the meter moves and every tap is off, believe the meter.
A spinning or pulsing meter with fixtures closed is one of the cleaner leak signals a building gets. It still needs a system: domestic, irrigation, or a fixture that was not actually off.
Do a real all-off test.
Toilets, humidifiers, ice makers, and hose bibs count. If a suite meter is still moving after a careful all-off, write the time and the reading.

A suite meter points at that suite’s piping and fixtures. A building meter can be common lines, irrigation, or several suites. Know which dial you watched.
