A wet hallway is a building event, not a suite argument.
Water in a corridor reaches many doors at once. The first jobs are people, footing, and isolation. Blame can wait until the floor is no longer a rink.
Keep people off the wet floor.
Post a person at each end if you can. Wet vinyl and tile are slick. Do not run extension cords across the water.

Should I open every suite door?
No. Notify the manager. Occupants can put towels at their own thresholds. Uncontrolled opening spreads water and heat loss.
Is a hallway flood always a common-element pipe?
Not always. A suite can flood a corridor. The finding has to name the path.
